Progress was made in advancing the reform and opening to the outside. In agriculture, we consolidated and improved the household-contract responsibility system that links remuneration to output, expanded the collectivized service system and opened up more markets for farm products. We established the system of storing grain for unforeseen needs. In industry, we improved the enterprise-contract responsibility system and took a series of measures to reform the internal mechanisms of enterprises, improve their external environment and invigorate large and medium-sized state enterprises. In the reform of pricing, the state prices for rationed grain and cooking oil for city dwellers, which had remained the same for 25 years, were adjusted.

It should be stressed that the year 1992, marked by the important talks given by Comrade Deng Xiaoping and the convening of the 14th National Party Congress, was a year in which the reform, the opening to the outside world and the modernization drive entered a new stage of vigorous development. Everywhere the people's minds were being further emancipated and new trails were being blazed. The whole country was seething with activity, and a new outlook was spreading. The cadres and the masses were full of enthusiasm, quickening the pace of reform and opening to the outside world. Progress was made in changing the way in which state-owned enterprises operate. Much was accomplished in price reform, and the role of market forces was strengthened. Many important policies were also adopted for reform in other fields. The scope of the opening to the outside world was greatly expanded. We opened five more cities along the Yangtze River, 18 provincial capitals, 13 cities along the borders and 34 ports, creating a new pattern that extends over all regions.

Family planning and environmental protection are basic state policies of our country. Great success has been achieved in family planning, but progress varies from place to place and has yet to be consolidated, so we should never relax our efforts in the slightest degree. We should perfect the system under which governments at all levels are responsible for attaining given objectives for birth control, strictly enforcing the laws, statutes and policies on family planning, and conducting more education and providing better services at grass-roots units, especially villages.

The past five years constitute a good period in the development of the People's Republic. During this period, China enjoyed political stability and unity among the people, developed all businesses and increased its national strength. At present, inspired by the spirit of the 15th National Congress of the Communist Party of China, the people of our country are advancing confidently toward the 21st century along the road to socialism with Chinese characteristics.

The great victories achieved in these struggles are of far-reaching political significance and have created a positive social climate for our economic development.

Last year was a significant and unusual year in the course of China's development. It was a year in which we made remarkable achievements in reform and opening up and in the modernization drive. In the face of a complex and volatile international situation, the unexpected outbreak of the severe acute respiratory syndrome (SARS) and frequent natural disasters, governments at all levels and the people of all our ethnic groups put into practice the guiding principles of the 16th National Congress of the Communist Party of China (CPC) under the leadership of the CPC and the guidance of Deng Xiaoping Theory and the important thought of the "Three Represents." We braved difficulties and hardships in an indomitable and innovative spirit and made important advances in building a moderately prosperous society in all respects.
